(11 nov. 1920, Abersychan, Monmouthshire, Inglaterra–5 ene. 2003, Oxfordshire).
Político británico. Elegido al parlamento en 1948, participó en gobiernos laboristas (
1964–70, 1974–76). Fuerte partidario de la OTAN y de la Comunidad Europea, fue presidente de la rama ejecutiva de esta última (1976–81). Renunció al Partido Laborista y en 1981, junto a otros disidentes laboristas, formó el Partido Social Demócrata, el cual encabezó en 1982–83. Después de aceptar el nombramiento de par vitalicio (
1987), se convirtió en líder del Partido Social y Liberal Demócrata en la Cámara de los Lores. Luego fue rector de la Universidad de Oxford.
